Child benefit was increased by 20 euros

The OECD published the figure 16.3 percent in its 2009 report "Doing Better for Families" three weeks before the federal election. A family is considered poor if their household income is less than half of the average income.

Measurement error has been fixed

According to Grabka, the corrections were necessary because more and more respondents refuse to provide information. "In the 11,000 households surveyed, the number of those who did not answer has increased. The willingness of participants to participate has been decreasing since 2000." Especially in the case of families with several earners, however, statisticians have great problems estimating when income information is incomplete. "We have corrected this measurement error" said Grabka. The DIW has changed the extrapolation of missing data and the weighting.
