Images pretty often get a little blurry when resized, so programs such as Photoshop will often apply some sharpening afterwards to make the images a little crisper. I recommend using an unsharp filter — which, despite its name, actually does sharpen the image — with the setting -unsharp 0.25×0.25+8+0.065. It resizes the image to five times the output size using the -sample function, which has its own built-in resampling filter that’s similar to the nearest-neighbor approach discussed above. Outputting the image in this way to the physical pixels in the real world isn’t possible, though — each pixel can be only one color. The final color of each pixel in the new grid is determined by the color at its center point.
Every image editing program will have a way for you to change or resize the image. Here you can change the width/height or the resolution, which is normally dots per inch or pixels per inch .

Another easy way to reduce the size of an image is to simply crop it! Anything that is cropped out will be completed removed from the image. No matter what image you have, you can normally crop it a little bit at least, which will definitely help reduce the size.

If they just want to look at a web sized/quality image, there it is. If they want a serious image they can have that too, and with no hit to the load-time of the page. I have to say JPG and PNGs are vastly different and both have their uses, and arguably both just as important to websites. Sometimes editing large images may be a slow-ish process, more or less so as the computer used has more or less system memory and a slower or faster CPU. Some operations such as rotating images, scaling images, or applying complex filters to whole images may take a while with an image that started as a 12MB JPG. 72 DPI is a common default resolution for exported digital images. I would call that a "legacy" setting, and a lower limit for most uses. But if you want to transmit a fine, usable image, consider making the web image a button to download a tif copy.
